If you have a background in enforcement and compliance, the Council’s Licensing Team, based within the Public Protection Service, are seeking to recruit a Licensing Enforcement Officer.

This is an interesting and varied post which focusses on enforcement and compliance in relation to the Council’s various licensing functions including taxis, alcohol and entertainment, gambling, scrap metal, pavement licensing and street trading.

The postholder will have experience of dealing with complaints, carrying out investigations, writing detailed reports and statements, undertaking enforcement action and carrying out compliance checks across various areas of licensing.

Of particular importance is a flexible, proactive approach and a willingness for further self-development. You will also be expected to work outside of normal office hours on a regular basis.

Relevant Experience

(E) (A/I/T) Demonstrate knowledge of the latest enforcement methods and have a good understanding and working knowledge of The Police and Criminal Evidence (PACE) Act 1984, The Criminal Procedure and investigations Act 1996, The Regulation of Investigatory Powers Act 2000.
(E) (A/I) Demonstrate the ability to deal with complaints and gather related evidence including conducting interviews.
(E) (A/I) Demonstrate the ability to create and present reports, and to produce a comprehensive record of interviews (in relation to producing documents of evidential quality for potential court proceedings).
(D) (A/I) Demonstrate knowledge of the Licensing Act 2003 and Gambling Act 2005, guidance, policies and case law/precedence as well as the Local Government (Miscellaneous) Provisions Act 1976 and the Town Police Clauses Act 1847 and any other licensing related legislation eg scrap metal, pavement licensing, street trading.
(D) (A) Demonstrate knowledge of and experience of using IT systems including Microsoft Office (i.e. Word, Excel and Outlook), job related (i.e. UNIFORM / IDOX Licensing Module) and in-house (e.g. Agresso and Sundry Debtor systems).
